shes is found on the streets in America with no identification. What happens?
and continuing on that, what if no link to anyone can be made? she effectively has no identity. what happens then? is she given an identity and citizenship? is she worst case deported despite her young age? (which seems unlikely)

or:First they try to find someone to take over upkeep so the local government doesn't have to pay. A total lack of identity is extremely rare and all examples I have heard of did not survive long enough to become a problem. You can google \"mysterious people\" for the stories.
