What is a good animation software for a group effort?

A Friend and I want to create an animation for a project. The programs we found are either !) really bad, 2) the wrong type of animation, 3) expensive, or 4) we cannot work on the same animation from 2 different devices.
Does anyone know about a 2D animation software that is of good (or maybe even decent) quality, that isn't expensive (preferably free), and allows for people to work on it in different devices. Any information will be very much appreciated.

P.S. We are planning to draw out the entire thing so please nothing that is based on the manipulation of a preset character, and we are planning to set the animation to a song, so please something that will allow us to import music into the animation.
