It is the theory which decides what can be observed.\u201d If you don't believe a concept then by definition it does not make sense. The fact is believing is seeing. Everybody who looks at the stars sees the same blobs of light. If you believe in gravity then you can see evidence of gravity at work. If you don't believe then you can not see the evidence and nobody can persuade you that it is there. (This is significant because gravity is not the only theory about how the universe works. Another group says electric charge is the main factor in how the universe behaves. Both sides of this argument consider the other side to be deluded. And these are *scientists*.)So conceptual framework is what you have decided to see whan you look at the concept. It is what you believe before you observe anything. Many or most people firmly insist that their preconceived notions are laws of the universe.That is not scientific, but that is what they do.Examples:~ the sun is powered by fusion~ red shifted light from galaxies is because they are moving away from us~ distance to a galaxy is proportional to its speed~ all stars of the same type are the same brightness~ the bible says the earth is only 6,000 years old~ the bible says the earth was created in six days -- twiceCompeting conceptual frameworks make for a lot of discussions, and it is somewhat unusual for anyone to abandon their preconceived notions. For instance, handwashing did not become normal until all the old doctors died and were replaced by young doctors who believed in it.
