When do you need to have a locking gas shut off valve on natural gas?

Have a community pool that has a natural gas going to the pool heater.... Needed to replace and leaking Gas valve ( that you could lock ) It was replace with a new Gas Ball Valve, ( non Locking ). DOES it have to be locking gas valve.. We have not found anything in gas code...

or:Do not do this yourself. Hire a qualified person. That way you have someone to sue if it's done wrong.
