Why are Instagram hashtags not working on my second account?

I made a new instagram account today and I noticed that I am getting no likes at all, because my pictures show up in the tags page only for me. Other people don't see them. My first account is perfectly fine. My hashtags are not broken or anything, it's completely as if my account is on private, which is not.

or:Hash tag policy has changed across the time, when you created the first account there was lower restrictions and higher functionality, now that you created a new account new policies are applied to account.
