Why gearshift are you supposed to use while driving in a normal road?

My Honda accord 2002 has gearshifts, P,R,N, D4,D3,2,1. or:My Honda accord 2002 has gearshifts, P,R,N, D4,D3,2,1.or:I believe You should use D3 because
