Why is my internet latency so high?

Long story short my internet isn't the best. I normally run at 25mbps download 2upload and my latency is generally 60-80. It's the best possible I can get where I live. The other day my internet went out, they came and fixed it today. After seeing everything was working they left. I tried to log into a game to enjoy a day off but I couldn't play because the lag was terrible. I ran a test on my console my download and upload speeds are normal but my latency has jumped up to over 1,000. I have called and spent all day with my isp, Xbox live support, and googling what the issue could be. I have a tech scheduled to come back tomorrow but with my internet working and speeds normal unless I hit the lottery and get a tech that has serious knowledge I don't think it will help much. Maybe there is still on issue with the line other than the one they fixed? The tech from today said water had gotten in the lines, maybe this issue will fix itself after it dries out? I tried changing ports and static IP address and basically wasted the whole day. So final hope someone here may know something I can try. Sorry for the essay but I figured it was better to give all the details

or:Have you run a ping and tracert to determine the specific bottleneck in latency?If it's not your pc, then this is entirely the isp's responsibility. Water in the lines? That sounds like standard catchall arse coverage. The S stands for Service, and as with all things it is named ironically; unless you demand to be served, all you'll get is defects & excuses. Make it crystal clear that subpar performance won't be tolerated, and if there's a problem, they should send someone who knows what they're doing to fix it. That's what you paid them for, not to be a makeshift engineer.
