Why is my Samsung tablet taking so long to charge?

My tablet is taking long time to charge - it indicated 8hrs for 80%. I kept it for charging some while ago when the percentage started dropping from 2

My tablet is taking long time to charge - it indicated 8hrs for 80%. I kept it for charging some while ago when the percentage started dropping from 22 to 20 slowly instead of increasing it was decreasing. I have put a new port and a plug. Is it my USB charger that's the problem? Or is it a problem with the battery ?
