Why would night light up as day for at least 30 miles lasting aprox. 15-20 seconds?

About 20 years ago I was on patrol. It was dark. Maybe 3-4 a.m. Everything lit up. It looked like full blown day time. I sat stunned for some time. When the night returned, just as suddenly as it left , I ask if anybody else seen it. A deputy from the county beside us said he saw it. I was the only officer on that night in my county.

or:sounds like a UFO sighting to me. i don't know what could cause night to turn to day though except night vision goggles or binoculars.
