The ENGAGE project, which brings together 13 academic institutions and think tanks from across Europe, examines how the EU can effectively and sustainably meet strategic challenges by harnessing all of its tools to become a more assertive global actor. Our Research ObjectivesConceptual ResearchDefine the challenges of global governance and international relations, as well as the acceptability of advancing EU external action among EU citizens and Member States’ expert communities.Strategic AnalysisMap and assess the EU’s capabilities, governance structures and strategic objectives in the realms of CSDP, CFSP, external action and ‘external action plus’.Actionable Policy AdviceProvide concrete policy advice on how the EU should engage strategic partners and neighborhoods, and play a role in conflict resolution, prevention and mediation. The authors unpack national parliamentary perceptions of EU crisis management to contribute to better understandings of why the EU behaved the way it did and what this may imply for future EU crisis responses. The Foreign Policy of EU Member States Working Paper Series, March 2022 This working paper maps and analyses the foreign policy of thirteen selected EU Member States with a focus on their present and long-term defence and security strategies. It concludes that gaps exist in the strategic thinking amongst Member States and between Member States and EU institutions, but that these divergences are not insurmountable obstacles to a deeper cooperation and a more coordinated EU external action.
