Katz Senior Fellow and Director, Democracy Initiatives Washington, DC Office Jonathan Katz is director of Democracy Initiatives and a senior fellow with The German Marshall Fund of the United States (GMF) based in the Washington, DC, office. Prior to joining GMF from 2014-17, Katz was the deputy assistant administrator in the Europe and Eurasia bureau at the U.S. Agency for International Development (USAID), where he managed U.S. development policy, energy security, economic growth, and democracy, and governance programs in Europe and Eurasia. He led USAID programs in Ukraine, Georgia, Moldova, Eastern and Central Europe, the Black Sea and Caucasus Regions, the Western Balkans, and regional programs that included Russia. Katz served as the U.S. government co-chair of political, economic, trade, and development working groups with the European Union, Georgia, Ukraine, Belarus, Armenia, Poland, Romania, and the European Bank for Reconstruction and Development (EBRD). Prior to joining USAID, from 2010-14, Katz served as a senior advisor to the assistant secretary in the International Organization Affairs Bureau at the U.S. Department of State. In that role Katz served as a speech writer and advised the assistant secretary and other senior U.S. government officials on key national security, multilateral, and development priorities at the UN and at international organizations. Michael Kimmage Visiting Fellow Washington, DC Office Michael Kimmage is a professor of history at the Catholic University of America. From 2014 to 2016, he served on the Secretary's Policy Planning Staff at the U.S. Department of State, where he held the Russia/Ukraine portfolio. Bonnie S. Glaser Director, Asia Program Washington, DC Office Bonnie S. Glaser is director of the Asia Program at the German Marshall Fund of the United States. She was previously senior adviser for Asia and the director of the China Power Project at the Center for Strategic and International Studies. Ms. Glaser is concomitantly a nonresident fellow with the Lowy Institute in Sydney, Australia, and a senior associate with the Pacific Forum. For more than three decades, Ms. Glaser has worked at the intersection of Asia-Pacific geopolitics and U.S. policy. Kristine Berzina Senior Fellow and Head, Geopolitics Team Washington, DC Office Kristine Berzina is a senior fellow and head of the geopolitics team. She is based in GMF's Washington office where she works on building transatlantic cooperation to counter authoritarian interference in democracies. In this role she focuses on U.S.–EU relations, NATO, digital technology, disinformation, and energy topics. Berzina appears frequently in international media, including The Financial Times, the BBC, NPR, Deutsche Welle, Euronews, The New York Times and The Wall Street Journal.
