This is the biggest crisis in regional peace and security in Europe in over 50 years. This is an issue affecting all the people of Europe and should be an issue of global concern. We must understand the gravity and urgency of this moment, and its implications for the people of Ukraine, the people of Russia, and for peace and stability in our world. Governments, citizens, all of us must recognize the danger of what can happen if we do not stop it now – and do not prevent it from getting worse. We cannot allow violence to continue or to escalate. The human, psychological, economic, and environmental devastation and costs of war are severe. The possibility that the war can intensify and spread is real. Our message in this year’s campaign was that it is everyone’s responsibility to stop gender-based violence.The Cluj Alliance organized in Romania the 16 Days Campaign Against Gender-Based Violence inspired from a global campaign with a history longer than 30 years. The global campaign is organized yearly all over the world. Mona Lena Krook, a Professor of Political Science and Chair of the Women and Politics Ph.D. Program at Rutgers University. Her most recent book, Violence against Women in Politics (Oxford University Press, 2020), draws on this work to explore, theorize, and document attacks against women in public life around the globe. In this line, her intervention will be entitled “Violence against Women in Politics and Public Life”. Finally, Leslee Udwin is the Founder and Executive Chair of the global not-for-profit education organisation, Think Equal, whose vision is to create a safe, free, and equal world. Her presentation will focus on “The Missing Third Dimension in Early Years Education: Social and Emotional Learning as a Preventative Solution to Gender Based Violence”.On Session 2, the speakers will be: Mr. Mirko Daniel Fernandez, who is a UN Consultant and currently the Project Coordinator for the rollout the UN system-wide Handbook on Gender-responsive Policing Services for Women and Girls Subject to Violence under the framework of the UN Joint Global Programme on Essential Service. His intervention is entitled “Gender-responsive Policing (GRP): A key requirement for a wider intersectional response to Femicide”. Scheaffer Okore, a feminist, senior strategist and policy advisor who advises philanthropists and INGOs working intersectionally on policy, governance, and gender; and the Director of Policy and Advocacy at Women Political Leaders Organisation. She serves as an Advisory Board Member at Gates Foundation’s Goalkeepers and is an inaugural Obama Foundation Africa Leaders fellow. Her intervention will focus on “Weilding power towards ending violence against women”. Maja Vitas Majstorović, a Gender and Inclusivity Specialist at the Global Secretariat of the Global Partnership for the Prevention of Armed Conflict (GPPAC Foundation), where she coordinates the Gender Focal Points network, collaborates with fellow civil society organisations working on gender inclusion and advocates for a gender-transformative approach at international governance bodies. Finally, Mr. Hatim Zimbi from the Family Justice Center Antwerp, who works on a project focusing on victims of domestic violence from Maghrebi background in the Netherlands. They reach men, women and children and provide guidance to appropriate assistance and the development of a group of victims with peers. He summarized his work with the following quote: “It is easier to build a strong child than to repair a broken man”, by Frederick Douglass.Global Webinar: Ending Femicide Global Voices in the Struggle to Overcome Misogyny, Hate Violence and the Killing of WomenJoin us on December 7th, at 6:00 EST | 12:00 CET | 13:00 EET | 19:00 CST for an event that will be a space to discuss femicide: the most extreme form of gender-based violence. Prominent experts and academics dealing with the problem worldwide will come together to discuss the key issues they believe need to be raised and understood – as well as addressed by policy makers and practitioners – about femicide in their field or community of expertise; and will provide practical recommendations to be implemented.Confirmed speakers are leading experts and academics with heavy backgrounds on femicide in Europe, the Middle East and Latin America. Prof. Shalva Weil, from the Hebrew University of Jerusalem and founder of the Israel Observatory on Femicide, has published dozens on articles and book chapters on femicide. Her intervention is called “Femicide: has the killing of women (female geronticide) been overlooked?”. Prof. Roselyn Costantino, Ph.D., is Professor Emerita of Pennsylvania State University. Since 2005, Costantino’s work has centered femicide and rape as weapons of war and genocide. She focusses on Mexican, Guatemalan and Mayan women as citizens of nations and communities directly impacted by U.S. foreign and economic policy, and the title of her intervention will be “Shape-Shifting of Extreme Violence Against Women In Guatemala and Mexico: When Visibilizing Systemic Culprits Isn’t Enough”. Finally, Prof. Pina Lalli is a Full Professor in Sociology of Culture and Communication, and the deputy director of the Department of Political and Social Sciences of the University of Bologna. Her recent research features especially social representations of violence against women and the issue of femicide in Italy – within the Research Observatory on Femicide.The Global 16 Days Campaign, launched by the Center for Women’s Global Leadership (CWGL) at its first Women’s Global Leadership Institute in 1991, has been used worldwide to call for the elimination of gender-based violence (GBV). This was a key message of the President of PATRIR, Kai Brand-Jacobsen, at a special event organized by the Canadian Embassy Bucharest in cooperation with the Ministry of Defense of Romania on October 26 this year.The Women, Peace and Security agenda calls for the inclusion and engagement of women at all levels of leadership addressing local, national and global peace and security issues. Governments and international organisations need to proactively support advancing women and inclusion of women – particularly at senior and middle leadership levels; and ensuring the voices and authentic participation of women in all governance and peace and security discussions and policy and agenda setting. Critically, greater focus needs to be placed on the prevention of war and armed violence – and on investing in strengthening peacebuilding and prevention capacities. Too much focus is given to inclusion of women in armed forces and peacekeeping missions. While this is important, the point is to prevent the impact of war and violence in the first place – by preventing war and violence. Governments should develop – and fund – robust an proactive measures to develop effective capacities to engage to address conflicts and prevent them from becoming violent. Strengthening support for women’s peace teams, women mediation networks, violence prevention education, local and national early warning systems linked to effective peacebuilding programming and planning are all essential. Ensuring gender-inclusion across budgeting, policy development and programming is also key.Importantly: gender also need to address men. Much more needs to be done to address violent and toxic masculinity and “machismo”, to educate men to know how to better handle emotions and anger without violence, and to engage men to champion and support – rather than block – gender inclusion and equality.The event was opened by Ambassador Annick Goulet (Canada) and included superb presentations by Mrs. Simona Cojocaru, Romania’s first female State Secretary, Head of the Department for Defence Policy, Planning and International Relations at the Ministry of National Defence, a video contribution by Jacqueline O’Neill, Canada’s Ambassador for Women, Peace and Security (WPS), examples of National efforts on WPS, with interventions from two Ambassadorial colleagues, H.E. The project aims to provide support and training to teachers and schools in Finland, Romania and Portugal for introducing, improving or operationalizing principles of global education in the schools where they are active. “Global education” is a broad and often contradictory term, but some of the elements of this approach are multiperspectives in the educational process, the participation of students, the deconstruction of stereotypes and an approach centered on the needs and the context of those learning, to cultivate critical thinking and knowledge on global issues and instill social responsibility (CoE). In short, it encourages a sense of global belonging for each of us, an interest in social and economic development, human rights, sustainability, fairness, equity, peace and conflict prevention.The six partners in the project (both academia and the NGOs) will be involved in 1. Research on principles of global development 2. Training sessions for teachers and principals for global education 3. Operationalizing a European network of teachers interested in global education. The ambition of consortium is to support teachers and schools in the teaching process already in place or in innovating teaching process.PATRIR is one of the implementing partners locally. Consequently, we are looking for teachers and principals interested in the training sessions, scheduled between February and June 2021. The Festival celebrated the courage and experience of the protagonists of HEAL project focusing on fanzines as an engine of discussion on the global phenomenon of human trafficking, insisting on the need to improve services for psychological support and labor inclusion of women, so that they can orient themselves and plan their future.Our two colleagues Andriana and Andreea attended the two-day festival, curated by Libera contro le mafie and CESIE, for a full immersion between vulnerability and psychology, support and inclusion, migration and human trafficking in which the fanzines become a communicative bridge and a more intimate expression of the personalities of the authors.You can find out more about the festival here.London Working Group Tackling Radicalization, Violent Extremism and TerrorismLooking back on this day in history – On September 27 2017 the Romanian Peace Institute (PATRIR) facilitated this multi-sectoral, multi-stakeholder workshop bringing together leading institutions and organizations in the UK tackling radicalization, violent extremism and terrorism. Participants included law enforcement agencies, the Commonwealth Secretariat, civil society and community-based organizations and leading UK academics and experts.Some of the highlights:Participants emphasized the need for communities to be taken more seriously and the need to actively involve communities in identifying the types of policies and programming needed. To often the voices of communities are not authentically involved in policy discussion or understanding what types of programmes really work and which don’t;Participants also spoke about the need to have much more active and authentic collaboration and ‘joined-up’ approaches across sectors; with the need to focus more on ‘upstream prevention’ and really addressing real community needs (including for greater educational resources, job creation, social inclusion programming and more), and to learn the lessons that heavy handed security measures are not enough, and may even frequently be counter-productive;Participants also identified the almost total lack of ‘feed-back loops’ from practitioners to policy makers, the lack of ‘listening to’ and involving real experts and practitioners in policy making, and the almost complete absence of real evaluation and learning in the field.The London Workshop was one of several workshops organized across the European Union as part of the European Commission supported ‘TAKEDOWN’ project. The project was one of the largest ever at that time developing evidence-based models for addressing terrorism and organized crime. PATRIR was one of the members of the project consortium and led several workshops across Europe.The TAKEDOWN project led to the creation of the firstlinepractitioners.com website – a ‘turn to’ tool for practitioners in the field. It also inspired the creation of several future projects, including CHAMPIONS (www.championsproject.eu) focusing on improving inter-institutional and multi-sectoral collaboration; Do One Brave Thing (www.onebravething.eu) engaging with youth across Poland, Hungary, Romania and Italy and developing a web-service and plug-in to identify fake news online; PARTICIPATION (www.participation-in.eu) – one of the largest ever projects in Europe to systematically study extremism in Europe today and engage with local governments, NGOs, schools and more to tackle the drivers and causes of radicalization and extremism; and INDEED – one of the largest every projects in Europe to improve evaluation and learning in the P/CVE field.
