The conceptual framework for the university creation was initially outlined at the 23rd INCOSAI in Moscow in September 2019 as one of the priorities of the Chairmanship of the Accounts Chamber of the Russian Federation in the organization. After preliminary work with the key stakeholders in the field of INTOSAI capacity building, the project implementation was approved by the 74th INTOSAI Governing Board in November 2020.
